Board of Directors Meeting Minutes

Thursday, May 11, 2017 11:30 a.m. - 1:15 p.m.

The Yahara Lakes Association Board of Directors held its regularly scheduled meeting on Thursday, May 11, 2017, in the Associated Bank (3002 Fish Hatchery Road) Conference room.

The following members and advisors were present: Dick Adler, Stuart Allbaugh, Doug Bach, Roy Carter, Bill Fitzpatrick, Caroline Fribance, Annette Hellmer, Mike Jensen, Dick Pearson, Joe Tisserand, Sal Troia, Jerry Rekowski, Allan Levin, Parker Waller and Rhonda Arries

Members and advisors not present: Mike Gerner, Carol Gillen, Dan Schultz, James Tye and Debbie Waite

11:35 a.m. Call to Order: President Allan Levin called the meeting to order at 11:35 a.m.

11:36 a.m. Minutes: Joe Tisserand made a motion to accept Allan Levin’s edits and approve the edited April 13, 2017 meeting minutes. Sal Troia seconded the motion. Motion passed. 11:42 a.m. Allan Levin noted that the Clean Lakes Alliance breakfast held on May 3, 2017 at the Monona Terrace was a success. YLA made a $2500 sponsorship contribution which included a logo on printed materials for the event and a table for 10 guests. Although 10 YLA board members signed up, only nine attended. Allan reminded board members to hold to their commitments or let others step in. YLA’s Annual Dinner will be held Tuesday, June 20, 2017 at Blackhawk Country Club.

  • There will be 2 Citizen of the Year awards given – one to James Tye for his involvement with Clean Lakes Alliance and one for Peter Foy for his presidency of Friends of Lake Kegonsa and their carp removal program. Rhonda will send a letter to the award winners and ask for a bio for Allan Levin to present at the event.

  • Mike Jensen would like to give a 5 minute briefing regarding the YLA membership pilot survey and drive.

  • Rhonda Arries will send complimentary invitations to Dane County Executive - Joe Parisi, Dane County Board Supervisor – Sharon Corrigan and major donors - George Coletti and Dale Leibowitz (and guests). Rhonda will send out standard mail invites and also follow up with an email blast to all current members, previous members and new lakefront property owners. Joe Tisserand asked that all board members attend the event and bring a neighbor. The goal is to have 100+ attendees.

  • A raffle will be held for higher value donations (i.e. 4-person rounds of golf at Blackhawk and Bishops Bay Country Clubs, Endres pier bench, Wickcraft pier benches). Don Anderson will display a boat at Blackhawk’s entrance. Joe Tisserand also asked everyone to ask local businesses for door prizes. Please send contact information and door prize details to Rhonda so she can send a Thank You note. Caroline Fribance will ask Debbie Waite if she can contact Lake Kegonsa businesses.

  • Rhonda Arries will place membership brochures at each table. At the end of the evening, Allan Levin will encourage attendees to socialize with board members and each other rather than exit the event right away.

12:15 p.m. Treasurer’s report: Sal Troia, Treasurer

  • Total dues income to-date is $13,700. Membership is down 4 corporate members and 44 individual members vs last year.

  • Donations are $4,525 and continue to outperform expectations (budget was for $3,000)

  • Dick Adler made a motion to accept the Treasurer’s report. Doug Bach seconded the motion. Motion passed.

12:30 p.m. Special Events Committee – Co-Chairs: Dick Adler & Joe Tisserand

  • The 2017 Annual Dinner will be on June 20, 2017 at Blackhawk Country Club (see notes above).

  • Friday, September 8, 2017, YLA will host a Fall Symposium at American Family. Speakers will include Paul Kent, Tom Wilson and someone from Dane County shoreland zoning. The event will be held from 1:30 – 4:00 p.m.

  • Dick Pearson asked for volunteers to help with the Madison Ironman Half Triathlon to be held on June 11, 2017. Volunteers are needed to be lifeguards, kayakers, stand up paddle boards and other support staff. Please contact Dick for more details. 12:45 p.m. Membership Committee – Chair: Mike Jensen

  • Rhonda Arries reported 288 total members to-date in 2017 (22 corporate and 266 individual members). vs. 336 total members in 2016. 20 new members have come from the New Property Owners who received a one-year complimentary membership in 2016. A full breakdown of membership is on

  • James Tye and Allan Levin wrote the joint CLA/YLA letter in March. Board members will be asked to write personal notes on the letters in June and the mailing will go out in July.

  • Mike Jensen and Sal Troia interviewed and hired a student, James Rasmussen, to visit lakeshore homes to enlist them to be members of YLA. The goal will be 50 home visits to see if non-members can be converted to new YLA members and learn about what compels people to join (or not to join).

  • Mike Jensen also is interested in obtaining email addresses to survey people and better understand why or why not to join YLA? If it works, Mike suggested scaling it up. Allan Levin will ask CLA for their lakefront property owner email list.

  • The proposal would be to offer Free electronic membership to those newly interested lakefront property owners. Parker Waller made a motion to proceed with the pilot study and give a free electronic membership to those interested. Joe Tisserand seconded the motion. Motion passed.

  • Future discussion item: Stuart Allbaugh would like to offer new YLA members some type of lake-related discount for joining i.e. $ 5 discount on a Tenney Lock pass or get a corporate member discount if you show proof of your YLA membership. These ideas were tabled for future discussion.

  • Newsletter: Publishing schedule is February, May, August and November Carol Gillen will begin asking for ideas and articles for the August newsletter.

1:00 p.m. Environmental Committee – Chair: TBD

  • Clean Lakes Alliance (CLA) – Mike Gerner is a CLA Board of Director member. n/a

  • Lakes & Watershed (L&W) – Mike Gerner o Mike Gerner requested to end his YLA term on L&W (he estimated he served 10 years; Doug Bach and Mike Pernitz served prior to Mike). Since this is a legislative, appointed position, Mike is first soliciting his replacement within the YLA board before announcing his departure to L&W. Mike will help in transitioning the new YLA representative on L&W. L&W meetings are held on the 3rd Thursday of the month at 5:30 p.m. at the City County Building in downtown Madison. There is also an Annual Retreat held each year in January. Roy Carter or Allan Levin are potential candidates.

  • Watershed Network Group: Allan Levin will attend the upcoming meeting in May.

  • YLA Yard Signs – Parker Waller researched this idea and got quotes for ~ $3/sign. He feels there is value in creating and handing these out to lakefront owners to increase awareness of YLA. Parker would also like to create a decal window sticker for corporate members to display at their businesses. Mike Jensen made a motion to order 100 yard signs and 50 decal/window stickers with a budget of $400. Sal Troia seconded the motion. Motion passed.
